Iloilo City council appoints 2 reps for power franchise congressional hearings

THE ILOILO City Council has unanimously approved a resolution authorizing the city government to intervene in the ongoing deliberations in Congress on the franchise for the city’s electricity distributor. The resolution names Mayor Jose S. Espinosa III and Councilor Joshua C. Alim as representatives. Panay Electric Company, Inc. (PECO), the current licensee, has a pending renewal application for its 25-year franchise that will expire Jan. 2019. A new player, More Minerals Corp. (MMC), already has its application approved at the committee level. Councilor R. Leoni N. Gerochi, chair of the committee on transportation, energy and public utilities and sponsor of the resolution, noted that stakeholders were not consulted on the MMC application. “The purpose of the resolution is to protect the consumers,” he said. “This is our biggest chance to institute reforms. Makati opens 31 realty tax satellite payment centers

BARANGAY HALLS in Makati will be used as satellite centers for the collection of 4th quarter real estate taxes, the city government announced Monday. Specific days have been designated in 31 areas from Oct. 2 to 12. Meanwhile, the Realty Tax Division at the 2nd floor of Makati City Hall Building I will also be open to serve taxpayers on Saturdays from 8 a.m. to 4 p.m. on October 6, 13, 20, and 27. It will also serve clients during regular business hours from 8 a.m. to 5 p.m., Monday to Friday. Based on the city’s Revenue Code, a 5% discount is given to quarterly payments made during the first 20 days of the quarter. On the other hand, late quarterly payments will incur a penalty of 2% per month.

Cayetano lambasts BBC documentary on PHL democracy

THE PHILIPPINES’ top diplomat on Wednesday slammed an episode of British broadcasting network BBC’s Our World, which tackled the state of the country’s democracy under President Rodrigo R. Duterte, calling the program an “anti-Duterte propaganda.”

“The documentary… amounts to nothing more than anti-Duterte propaganda, more worthy of tabloid journalism and gossip than the venerable institution that we thought BBC was,” Foreign Affairs Secretary Alan Peter S. Cayetano said in a statement.

“The episode misleads viewers about President Rodrigo Roa Duterte’s anti-illegal drug strategy, which is actually making Philippine society safer, healthier, and more prosperous for the Filipino people. It fails to mention that the strategy is a diversified and community-based approach that includes enforcement, rehabilitation, and reintegration,” he added.

The BBC report, titled “Philippines: Democracy in Danger?,” featured how the administration has been carrying out its illegal drug campaign, the alleged harassment of opposition personalities, and the perceived similarities of Mr. Duterte with the leadership style of the late dictator Ferdinand E. Marcos.

Mr. Cayetano said the BBC episode did not take into consideration the efforts made by the Duterte administration to address police officials and other government personnel involved in the illegal drug trade.

He then cited that the Philippine government has arrested 576 government workers while 498 are being investigated for drug-related cases. Some 105 uniformed personnel have been dismissed for drug-offenses.

He also noted that 235 drug dens and laboratories were dismantled, P24.12 billion worth of illegal drugs were seized, and 8,444 barangays were cleared of illegal drugs since Mr. Duterte took office.

Mr. Cayetano also called the report “one-sided” on the issue of press freedom and the cases of the administration’s critics such as the ouster of former Supreme Court chief justice Maria Lourdes P.A. Sereno as well Senators Leila M. De Lima and Antonio F. Trillanes IV who are facing legal battles.

“It overlooks the fact that all three have been given and continue to be given their day in court. The rule of law has been upheld in all three cases… Freedom of the press is important to the health of any democracy,” he said.

The Foreign Affairs secretary called on the BBC to «present an accurate and balanced view» of the situation in the Philippines so its audience can assess the health of the Philippines’ democracy.

“More importantly, we believe that by doing so, BBC will be able to regain the trust of its audience in its journalistic professionalism and repair the damage it has inflicted on the Philippines and the Filipino people as a result of this one-sided documentary,” he said. — Camille A. Aguinaldo

PCOO deputy quits

COMMUNICATIONS Assistant Secretary Esther Margaux “Mocha” J. Uson has announced her resignation and hinted possible plans to run in the 2019 midterm elections.

Ms. Uson made this disclosure at the Senate budget hearing on her agency on Wednesday, about a week before the deadline period for the filing of candidacies for next year’s elections.


Ms. Uson said her resignation was prompted by some members of the House of Representatives who were allegedly withholding the budget of the Presidential Communications Operations Office (PCOO) due to her repeated absence in the budget deliberations by that chamber.

“Every year, I have been told not to criticize lawmakers so the PCOO budget will not be withheld. Even though the present system angers me, it should be followed. So I will sacrifice myself so the budget of PCOO is passed. I have decided to resign,” she said in Filipino during the Senate budget hearing.

Her resignation letter released by Malacañang on Wednesday was dated Sept. 28 and indicated that she has resigned effective Oct. 1. This was around the time she went to New York to attend the 73rd United Nations General Assembly with officials of the Department of Foreign Affairs (DFA).

Asked whether she intends to run in the midterm polls, Ms. Uson said she was open to run for the Senate or the House of Representatives. During the hearing, she said she would bring her fight against abusive lawmakers to the two chambers of Congress.

“Senate or Congress? Just like what the President told me, let the people decide. Our kababayan are in Facebook so let’s see their sentiments there,” she told reporters.

Now a private citizen, Ms. Uson vowed that she would intensify her efforts to defend President Rodrigo R. Duterte from critics, saying “abangan niyo na lang po, may blog naman ako so raratsada tayo du’n, bakbakan na talaga ito (let us watch out, I have a blog anyway so we will step up there, this is really war).”

Sought for comment, presidential spokesperson Harry L. Roque, Jr. said, “I wish her the best, I’ll miss her. But she did make it clear that she’ll continue her advocacy. Lagot silang lahat kay (they’re going to be in trouble with) Mocha Uson.”

In a statement, the Vice-President’s spokesperson Ibarra M. Gutierez reminded Ms. Uson that she should be held accountable over her attacks against the President’s critics despite her resignation. The former Palace official has repeatedly criticized Vice-President Maria Leonor G. Robredo, who also chairs the opposition Liberal Party.

“There are many times that Mocha Uson has shown that she does not understand and she is not ready to perform the duties of a public servant. This is why her resignation is not a loss for the country. She should not make the mistake in thinking that just because she resigned, she will not be held accountable for all her lies and libelous statements,” Mr. Gutierrez said in Filipino.

Asked for comment on Ms. Uson’s plan to rail against critics, opposition Senator Antonio F. Trillanes IV told reporters, “That is her right and that is really the situation during campaign period….I don’t see anything wrong with that and in fact, it’s more appropriate for her to do that now she is no longer in government.”

Also at the budget hearing, Senate President Vicente C. Sotto III proposed the revival of Malacañang’s Office of the Press Secretary to replace the PCOO. He said Congress can allot the budget of the PCOO into the Office of the Press Secretary.

“The perspective of some members of the Senate is that we have completely digressed already from the original intent of the creation of the Press Secretary….Perhaps this is the best time to study, while studying your budget, to review and study the possibility of reverting it back into the Office of the Press Secretary,” Mr. Sotto said.

Mr. Roque said the decision to bring back the Press Secretary’s office will have to come from the President.

“Well, I will bow to the wisdom of our legislators. I understand that was actually the system and I noticed the pictures in the stairways they are all press secretaries. But that will have to be a decision to be made also by the President because the creation of PCOO is by reason of an executive order, power of the President to reorganize the bureaucracy.” — with Arjay L. Hospitals in Isabela, Baguio, La Union, and Bayombong up for expansion

FOUR GOVERNMENT-owned hospitals in the northern Luzon area have been lined up for expansion after President Rodrigo R. Duterte recently signed laws corresponding to the improvement programs.

The medical facilities are: Southern Isabela General Hospital in Santiago City, Isabela; La Union Medical Center (LUMC) in Agoo, La Union; Baguio General Hospital and Medical Center (BGHMC); and Veterans Regional Hospital in Bayombong, Nueva Vizcaya.

Malacañang released the certified copies of the newly signed laws to reporters on Wednesday, Oct. 3.

Mr. Duterte signed Republic Act (RA) 11082 to upgrade the Southern Isabela General Hospital into a tertiary general hospital, and it will be renamed Southern Isabela Medical Center (SIMC).

The authorized bed capacity of the SIMC will also be “increased from 50 to 350 beds.”

SIMC will be placed “under the direct technical and administrative supervision of the Department of Health (DoH),” and its funding will be included in the annual General Appropriations Act.

RA 11083 is intended to upgrade the services and facilities of LUMC “by increasing its bed capacity to 300 (from 100) and establishing a trauma center therein, and authorizing the increase of its personnel.”

RA 11084, meanwhile, will increase the bed capacity of BGHMC to 800 beds from 500.

Under RA 11081, the Veterans Regional Hospital will be renamed Region II Trauma and Medical Center, with its bed capacity to be increased to 500 from 200, and “upgrading its services and professional health care, authorizing the increase of its medical personnel.” — Arjay L. Balinbin

ABS-CBN, GMA sustain increased television ratings




The country’s two largest broadcasting networks both sustained higher television ratings nationwide in September.


ABS-CBN Corp. said it recorded an average audience share of 44 percent and a double digit lead gainst GMA Network Inc.’s 33 percent, according to data from Kantar Media.


Like in the previous months, ABS-CBN’s primetime block attracted more viewers as it scored an average audience share of 47 percent, 13 points higher than GMA’s 34 percent.


ABS-CBN also led in Metro Manila households, where it scored an average audience share of 41 percent against GMA’s 28 percent.


In Total Luzon, ABS-CBN got 39 percent against GMA’s 36 percent and in Total Visayas where it garnered 53 percent against GMA’s 25 percent.

Eight of the 10 highest rated programs in September were from ABS-CBN, led by perennial ratings champion, FPJ's Ang Probinsyano with an average national rating of 43.3 percent.


Variety show It’s Showtime is still the most watched noontime show in the country with a national TV rating of 41.5% on weekdays and 39.5% on Saturdays, against its rival Eat Bulaga which only got 40.2% on weekdays and 36.5% on Saturdays, ABS-CBN said.

Also in the top 10 were TV Patrol, Ngayon at Kailanman, Halik, Tonight with Boy Abunda, Bandila, Meteor Garden, MMK, Rated K, I Can See Your Voice, Gandang Gabi Vice, ASAP, Sana Dalawa ang Puso, new Kapamilya late-morning drama series Playhouse, Asintado, Araw GabiWansapanataym and Home Sweetie Home.

GMA, meanwhile, maintained its lead in the nationwide television ratings competition based on the latest data from the industry’s widely-trusted ratings service provider Nielsen TV Audience Measurement.

For the month of September, GMA posted an average total day people audience share of 41.1 percent in the National Urban Television Audience Measurement (NUTAM), beating ABS-CBN’s 37.1 percent.

The Kapuso Network emerged as the viewers’ top choice as it continued to lead across all day parts. In the morning block, GMA registered 38.2 percent people audience share versus ABS-CBN’s 34.3 percent.

GMA remained undefeated in the afternoon block after tallying 41.2 percent while ABS-CBN managed to get 37.1 percent.

Likewise in the evening block, GMA again led competition with 42.2 percent against ABS-CBN’s 38.3 percent.

GMA garnered an average total day people audience share of 46.7 percent in Urban Luzon versus ABS-CBN’s 30.8 percent.

Similarly in Mega Manila, the network posted an average total day people audience share of 48.6 percent, which was largely ahead of ABS-CBN’s 27.9 percent.

More GMA shows also made it to NUTAM's list of top-rating programs with Kapuso Mo, Jessica Soho (KMJS) still the most watched Kapuso program nationwide.

Following KMJS were The Clash, 24 Oras, Pepito Manaloto, Daig Kayo ng Lola Ko, Magpakailanman, Onanay, Victor Magtanggol, and Amazing Earth.

Completing the Network's list of ratings drivers for September were Inday Will Always Love You, Bubble Gang, Saksi, Wowowin, 24 Oras Weekend, Imbestigador, My Special Tatay, The Stepdaughters, Contessa, Ika-5 Utos, Eat Bulaga, Kapuso Movie Night and Tadhana.

Kapuso programs also dominated the list of top programs in both Urban Luzon and Mega Manila, respectively taking 21 and 24 spots out of the top 30.

Ejercito praises PCOO for improving PTV: ‘At least you’ll watch it now’


Despite some controversies hounding it, the Presidential Communications Operations Office (PCOO) still got praise on Wednesday from Sen. JV Ejercito for improving government stations.

Ejercito, who was presiding over the hearing of the Senate Committee on Finance on Wednesday, noted particularly the improvements of the People’s Television Network (PTV), which is on Channel 4 in Metro Manila.

“If there’s one thing that the PCOO under the Duterte administration has done, especially under Secretary Martin Andanar, was the improvement of government stations,” Ejercito said.

The senator was referring to Communications Secretary Martin Andanar, who also present in the hearing.

“At least, mukhang panonoorin na ng konti. Dati talagang hindi mo panoorin eh,” he said.

[At least, it looks like people will watch it. It used to be that you won’t really watch it.]

“We have to give credit where the credit is due. At least there has been considerable improvement,” he added.

“Siguro yung market share niyo ay tumaas na rin. Siguro 1 percent share na ngayon,” the senator went on, apparently in jest.

[Your market share has probably gone up. It’s probably 1 percent now.]

Andanar then informed the committee that from being ranked eighth among TV stations, PTV had climbed up to fourth.

Ejercito went on praising the PCOO, noting in particular the new look of the PTV studio.

“Talagang dati hindi mo papanoorin [ang Channel 4]. Sa set pa lang wala ka nang gana,” he said. “ Pero ngayon, mukhang bago na, mukhang maayos , mukhang international.”

Economic optimism down in latest SWS poll

With high inflation affecting the spending power of Filipinos, optimism on the economy is down, the latest Social Weather Survey (SWS) showed.

The SWS explained that 31 percent of respondents were optimistic that the Philippine economy next year would get better, and 20 percent feel it would deteriorate, for a Net Economic Optimists score of +11.

“This is 19 points below the +30 (excellent) in June 2018, and is the lowest since the +6 (high) in March 2015,” the pollster said.

The survey was conducted from September 15 to 23, 2018 using face-to-face interviews of 1,500 respondents, 18 years old and above, nationwide.

The sample includes 600 in Balance Luzon, and 300 each in Metro Manila, Visayas, and Mindanao.

It has a sampling margin error of ±3 percent for national percentages while ±4 percent for Balance Luzon, and ±6 percent each for Metro Manila, Visayas, and Mindanao.

SWS said Net Economic Optimists refers to expectations about the general Philippine economy and is different from Net Personal Optimism, which refers to expectations in personal quality of life. /ee

LOOK: New Kabayan lawmaker takes oath before House speaker

The new representative of Kabayan party-list took his oath on Wednesday, replacing the late Rep. Ciriciaco Calalang who recently passed away after suffering from stroke.

House Speaker Gloria Macapagal-Arroyo administered the oath of Cavite-based evangelical pastor Paul Hernandez.

Hernandez, the fourth nominee of Kabayan in the 2016 elections, is a pastor of the FREE Mission Philippines churches.

“He is also its Director. He has been a senior pastor since year 2000,” Kabayan said in a statement.

Hernandez is representing the party-list together with Rep. Benhur Salimbangon.

ABS-CBN keeps ratings lead in September

ABS-CBN said Wednesday it maintained its lead in the ratings over rival GMA Network in September, based on Kantar Media measurement.

The country's largest media and entertainment company got an average audience share of 44 percent for the month, versus GMA's 33 percent. Kantar Media uses a nationwide panel size of 2,610 urban and rural homes that represent 100 percent of the country's total TV viewing population.

ABS-CBN led in the primetime block with 47 percent, compared to GMA's 34 percent. The 6 p.m. to 12 a.m. window is where most Filipinos watch TV and is closely watched by advertisers.

ABS-CBN beat GMA in Metro Manila (41 percent versus 28 percent), in Total Luzon (39 percent versus 36 percent), Total Visayas (53 percent versus 25 percent) and in Total Mindanao (51 percent versus 26 percent).

ABS-CBN also led in the morning block (6 a.m. to 12 p.m.) with 41 percent versus GMA's 32 percent, noontime (12 p.m. to 3 p.m.) with 44 percent versus GMA's 32 percent and in the afternoon block (3 p.m. to 6 p.m.) with 43 percent versus GMA's 34 percent.

As of July this year, ABS-CBN sold 5.5 million boxes of its TVplus service where it recently added 5 new channels: Asianovela Channel, Movie Central, MYX, Jeepney TV, and O Shopping in Metro Manila, Rizal, Cavite, Laguna, and Metro Cebu.

ABS-CBN also recently received the Diamond Creator Award from YouTube as its entertainment channel surpassed 10 million subscribers, the first in the country and the third in Southeast Asia to achieve such feat.

Senate OKs Leyte Day Nov. 8

WITH 17 affirmative votes, no negative vote and zero abstention, the  Senate has passed on third and final reading a bill declaring Nov. 8 as a special non-working holiday in the province of Leyte, in honor of the “extraordinary courage of the unsung heroes of Typhoon Yolanda.”

House Bill 6591 was sponsored by Senator Juan Edgardo Angara, chairman of the Senate Committee on Local Government, with amendments introduced by Senate Minority Leader Franklin Drilon.

“We carry a duty to remember this part of our history that killed, injured and displaced thousands of Filipinos,” said Angara.

“This is so that we will never forget how far we have come from the chaos and hardship of that fateful day due to Filipino resilience and the spirit of bayanihan,” Angara added.

The holiday, Angara said, is meant to “to salute the resiliency and selflessness of volunteers and organizations who took part and contributed to the recovery and rehabilitation of all affected communities.”

“We recognize the need not just to grieve for the victims of national disasters but also to celebrate Filipino’s resiliency and indomitable spirit,” he said.

“Those who perished are not statistics, and those who worked in the recovery and rehabilitation efforts are true heroes who should never be forgotten,” Angara added.

Angara said the holiday would allow Filipinos “to continually reflect on improving our infrastructure and disaster response capability.”

“Tragedies almost always accompany the typhoons and other natural disasters which strike the country almost every month. However, it is important for our communities to band together and help each other address these disasters so that we, as a nation, can rise above these tragedies,” he said.

On Nov. 8, 2013, Super Typhoon Yolanda, known internationally as “Haiyan,” with sustained winds of 315 kilometers per hour gustiness of up to 380 kph, and storm surges of over four meters, swept through the Philippines, severely affecting the Eastern Visayas area.

Considered as one of the strongest tropical cyclones to make landfall in world history, the typhoon affected almost 12.2 million people, caused more than 6,000 deaths, 27,022 injuries, and left 1,779 persons missing.

The total damage from the calamity was estimated at around P571.1 billion.
