Nat'l ID to be rolled out in March: PSA

The government has put a March 2019 timetable to roll out the national identification (ID) system.

“That’s March next year for the start of the registration of one million individuals under the Unconditional Cash Transfers but our timeline to start the registration of 25 million (Filipinos) will be around September,” Philippine Statistics Authority (PSA) head Lisa Grace Bersales told reporters on Friday.

Bersales said they will start enrolling citizens who do not have any government-issued ID, including the poor who are beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), indigenous people, persons with disabilities, and senior citizens.

She said the PSA will publish the implementing rules and regulations (IRR) of the Philippine Identification System (PhilSys) Act on Saturday.

The PhilSys Act, or Republic Act No. 11055, creates a central identification platform for all citizens and resident foreigners in the Philippines. The PSA is the primary implementing agency.

Bersales said the agency will announce the opening of bid procurement for the national ID system by the third week of October.

“We will publish the technical specifications. We hope that by December, we will already be able to finish the procurement. This means we will have already awarded the PhilSys,” she added.

Bersales noted they will conduct a competitive bidding process for procurement.

“If we do competitive bidding, we will be able to manage our timeline of procuring the system and awarding it before the year end,” she said.

Under the law, the Philippine lD will contain the registrant’s biometric information, along with seven demographic data such as full name, sex, date of birth, place of birth, blood type, address, nationality, and three optional information specifically marital status, mobile number, and email address.

The PhilSys Act requires this personal information be kept in a resilient data system to ensure that the people’s right to privacy, confidentiality and other basic rights, such as those guaranteed by the Data Privacy Act of 2012, are upheld. (PNA)

PSA opts for competitive bidding for National ID system

THE government will pursue competitive bidding for the national ID system, with the pilot registration pushed back to next year.

National Statistician Lisa Grace S. Bersales said the Philippine Statistics Authority (PSA) has decided to pursue competitive bidding and did not accept the unsolicited proposal from a private consortium looking to implement the Philippine ID System (PhilSys).


“We have decided to do competitive bidding for the Philippine identification system… Furthermore, we find that if we do competitive bidding, we will be able to manage our timeline of procuring the system and awarding before the year ends,” Ms. Bersales told reporters on the sidelines of a press briefing on Friday.

Republic Act No. 11055 signed by President Rodrigo R. Duterte mandates the creation of a central identification platform for all citizens and resident foreigners in the Philippines, which will effectively do away with the need to claim and present various government-issued IDs for personal and financial transactions.

In August, conglomerates Ayala Corp. (AC) through AC Infrastructure Holdings Corp. and Aboitiz Equity Ventures, Inc. through Aboitiz InfraCapital, Inc. teamed up with information technology company Unisys Philippines to submit a 17-year unsolicited proposal to the PSA, to design and develop the infrastructure for the national ID.

The system will cost around P1.5 billion, which will be charged against a P2-billion budget for the project this year.

“Those who submitted unsolicited proposals to us can of course participate in the competitive bidding,” the PSA official added.

The PSA plans to open the procurement within October and eyes to award the contract by December.

In contrast, the PSA’s experience in acquiring the civil registry system showed that a public-private partnership could stretch the project timeline to over a year, she added. Unisys bagged the P1.59-billion contract for the second phase of this project in 2016.

BusinessWorld is yet to receive a response from the private players when sought for comment.

Also yesterday, the inter-agency PhilSys Policy and Coordination Council approved implementing rules on the PhilSys, paving the way for clearing guidelines as to how Filipinos can sign up for the national database.

Pressed for details, Ms. Bersales said the rules relax the seed document to be requested for Filipinos as well as holders of alien registration to sign up for a PhilID even without a birth certificate. Instead, an “introducer system” will be employed for those who do not have birth certificates, wherein an affidavit will be executed to establish a person’s identity.

Despite this, the PSA has pushed back its target pilot run for the PhilSys registration to March next year, later than their original goal to enroll one million Filipinos by December.

By September next year, the PSA is looking to get 25 million residents aboard every year until 2021. Poor residents, particularly those receiving cash transfers from the government, as well as senior citizens and persons with disabilities will be prioritized.

The PhilSys will collect the full name, sex, date and place of birth, blood type, address, and whether or not the person is a Filipino or resident alien. It will also capture one’s front-facing photo, full set of fingerprints, and an iris scan.

Once registered, residents will get a 12-digit PhilSys Number which should serve as their digital identity across multiple platforms.

The PSA official said they will also appeal for an additional P4.2-billion budget in 2019 to implement the PhilID, as they have only been allotted P2 billion under the national budget currently pending in Congress. The current allocation would allow the agency to register only 6 million residents, Ms. Bersales said.

The PSA has said the entire project will require P30 billion over a five-year period.

The patriarch of the Roces family, Rodolfo, is played by Roi Vinzon who’s an established and admired character actor who has played a variety of roles on TV and the movies. In “Pamilya Roces, he is the founder of the Roces Group of Companies.

The Roces family appears perfectly whole and happy on the outside. They own the biggest jewellery empire in the country, and for this they have wealth and power. One day, The patriarch suffers heart attack and each of his three families rush to his side. The three wives - Natalia Austria Roces played by Gloria Diaz, Violeta Balocboc by Elizabeth Oropesa (Jacqueline Elizabeth Freeman) and Lily Renacia portrayed by Ana Roces. - and five sisters suddenly find their lives intertwined both outrageously and hilariously as expected..

No lull in ABS-CBN, GMA ratings duel

Media giants ABS-CBN Corp. and GMA Network Inc. continued to lock horns over television ratings for the month of September.

GMA Network Inc. said it maintained its lead in viewer-rich urban areas, mainly in Luzon, while ABS-CBN claimed an overall lead nationwide.

GMA, citing data from Nielsen TV Audience Measurement, posted a total day people audience share of 41.1 percent in the National Urban Television Audience Measurement for Sept. 2018. The figure was ahead of ABS-CBN’s 37.1 percent.

ABS-CBN, whose third-party research provider Kantar Media took a broader scope, noted an average audience share of 44 percent against GMA’s 33 percent.

As with previous months, GMA underscored its reach in Urban Luzon and Mega Manila, which accounted for the majority urban television viewers in the country.

In Urban Luzon, GMA claimed a total day people audience share of 46.7 percent versus ABS-CBN’s 30.8 percent. Its lead in Mega Manila stood at 48.6 percent against ABS-CBN’s 27.9 percent.

More GMA shows also made it to NUTAM's list of top-rating programs with “Kapuso Mo, Jessica Soho” (KMJS) still the most watched Kapuso program nationwide.

Following KMJS were “The Clash,” “24 Oras,” “Pepito Manaloto,” “Daig Kayo ng Lola Ko,” “Magpakailanman,” “Onanay,” “Victor Magtanggol,” and “Amazing Earth.”

Completing the Network's list of ratings drivers for September were “Inday Will Always Love You,” “Bubble Gang,” “Saksi,” “Wowowin,” “24 Oras Weekend,” “Imbestigador,” “My Special Tatay,” “The Stepdaughters,” “Contessa,” “Ika-5 Utos,” “Eat Bulaga,” “Kapuso Movie Night,” and “Tadhana.”

Kapuso programs also dominated the list of top programs in both Urban Luzon and Mega Manila, respectively taking 21 and 24 spots out of the top 30.

ABS-CBN, for its part, said it was ahead in the coveted primetime block. It also cited its leading position in Metro Manila, a key part of Mega Manila, as well as in Visayas and Mindanao.

For the primetime block, ABS-CBN said it lured some 47 percent of viewers against GMA’s 34 percent. In Metro Manila, its average audience share stood at 41 percent versus GMA’s 28 percent.

Eight of the 10 highest rated programs in September were from ABS-CBN, led by perennial ratings champion, “FPJ's Ang Probinsyano” with an average national rating of 43.3 percent.

Variety show “It’s Showtime” is still the most watched noontime show in the country with a national TV rating of 41.5% on weekdays and 39.5% on Saturdays, against its rival “Eat Bulaga” which only got 40.2% on weekdays and 36.5% on Saturdays, ABS-CBN said.

Also in the top 10 were "TV Patrol" (33.3 percent), "Ngayon at Kailanman" (28.4 percent), "The Kids’ Choice" (26.7 percent), "Meteor Garden" (24.2 percent), "MMK" (24.1 percent), "Wansapanataym" (23.8 percent), and "Home Sweetie Home" (22 percent).

As of July this year, ABS-CBN sold 5.5 million boxes of its TVplus service where it recently added 5 new channels: Asianovela Channel, Movie Central, MYX, Jeepney TV, and O Shopping in Metro Manila, Rizal, Cavite, Laguna, and Metro Cebu.

ABS-CBN also recently received the Diamond Creator Award from YouTube as its entertainment channel surpassed 10 million subscribers, the first in the country and the third in Southeast Asia to achieve such feat.
