PDEA confiscates P510K ‘shabu’ in Iriga City

LEGAZPI CITY -- Philippine Drug Enforcement Agency (PDEA) agents seized PHP510,000 worth of suspected “shabu” from four suspected drug pushers in two separate drug operations in Iriga City on Friday.

Francis Manuel de Lima, alias “Bong”, 39, of Barangay San Agustin, Iriga City was caught selling suspected shabu to an undercover agent in a room at Sam’s Apartelle at around 5:10 p.m., said Christian Frivaldo, acting director of PDEA 5 (Bicol).

De Lima is a high-value target on the PDEA’s drug watch list, Frivaldo said in a phone interview.

The suspect was caught in possession of 25 grams of suspected shabu in seven plastic sachets worth PHP170,000.

In an earlier drug buy-bust at 2:45 p.m. in a room at the Lendes Hotel in Barangay San Isidro, PDEA operatives arrested Ariel Regaspi, 40, of Barangay San Vicente, Bato; Joan Sabanal, 28, of Barangay San Isidro; and Alicia Mae Dice, 19 of Barangay San Francisco.

The operation yielded 50 grams of suspected shabu worth PHP340,000. PDEA agents also recovered a digital weighing scale, cell phone, and a marked PHP1,000 bill.

All suspects did not resist arrest and were brought to the PDEA detention facility in Naga City.

The suspects arrested at the Lendez Hotel were reportedly drug couriers who get their supply from de Lima, Frivaldo said. (PNA)

32 ejected families in Iloilo City relocated

ILOILO CITY -- The city government came to the aid of 32 families who were ordered ejected from a private-owned lot in Barangay Jereos, La Paz district.

Lawyer Edmundo Buensuceso, head of the Iloilo City Urban Poor Affairs Office, said Friday the families were alarmed by the release of a demolition order following an ejectment case filed against them.

Buensuceso said the families will be accommodated on a six-hectare government-procured lot in Barangay Lanit in Jaro district. They will only be allowed to establish a temporary shelter because the site has yet to be developed before permanent structures are built.

“At least, they have a lot where they could not be ejected anytime,” he said.

The families received from the city government materials they need for sanitation, such as water drums, pipes and pumps. They are expected to start moving to the new site anytime next week.

“No actual demolition will take place because they will be having this relocation site,” he added.

Mayor Jose Espinosa III said the provision of the relocation site to affected individuals and groups will continue as part of the city government’s “Pag-ulikid” (care) program.

The 32 families are the first batch to be accommodated at the Lanit relocation site since Espinosa assumed as mayor in October last year.

He added that aside from the relocation site, the city government, through “Pag-ulikid”, has turned over two of 11 committed patrol cars to the Iloilo City Police Office.

They are expecting additional vehicles to be given to the Philippine Coast Guard and other departments of the city to boost the delivery of services. (PNA)

5 governors adopt framework to save Visayan Sea

ILOILO CITY - The governors of Iloilo, Capiz, Negros Occidental, Masbate, and Cebu on Friday signed a covenant of commitment to adopt a framework for the conservation, protection and restoration of the Visayan Sea fisheries management area.

The signing of the commitment highlighted the 10th Visayas Sea Governors Summit held at the Sheridan Boutique Resort in Oton, Iloilo.

The covenant was signed by governors Arthur Defensor Sr. of Iloilo, Antonio del Rosario of Capiz, and Alfredo Marañon of Negros Occidental. Governors Hilario Davide III of Cebu and Antonio Kho of Masbate were represented by their respective provincial environment and natural resources officers.

The framework, dubbed “Ecosystems Approach to Fisheries Management”, was drafted by the Bureau of Fisheries and Aquatic Resources (BFAR) 6 (Western Visayas).

In a media interview, BFAR-6 Director Remia Aparri said the adoption of the framework signals the full commitment of the governors to support their efforts to manage the Visayan Sea.

“We have very good governance to support all implementation towards sustainability for the social well-being of all the stakeholders who are dependent on the Visayan Sea,” she said.

During the summit Aparri presented the three priority goals of the framework, as follows: to restore the fishery resources and rehabilitate habitats of the Visayan Sea; sustain livelihoods, both fishery- and non-fishery-related, through enhanced capacities and equitable access to available resources; and establish efficient and effective governance structure with improved fishery law compliance and enforcement that addresses socioeconomic security and ecological integrity.

Del Rosario said joining the summit for the first time would greatly help them in protecting their fishery resources.

Capiz, known to be the “seafood capital of the Philippines”, produces volumes of fish and seafood yearly that are exported to other parts of the world. It is beset by illegal fishing activities.

“That is why our fish is depleting because of the illegal fishing boats coming to our area,” he said, adding that he is looking forward to the sharing of initiatives with other governors to protect the marine resources of the Visayan Sea.

Iloilo’s Defensor earlier said the summit is their continuing effort to save the Visayan sea and restore its rich fishing grounds that have been lost, by boosting their efforts against illegal fishing.

Meanwhile, the summit has also become a venue to recognize 22 individuals considered as environmental champions through the “Pasasalamat sa Katauhan” awarding ceremony.

Among them were Iloilo provincial administrator Raul Banias for marine conservation, coastal governance and marine enforcement; Maria Aimee Sobrevega for marine conservation; architect Alfredo and Mrs. Vida Sy for the Bikeable City Movement in Iloilo City; and Emma Caballero for environment education.

Batangas City mulls riverside recreational esplanade, tourism landmark

BATANGAS CITY – The City Council has approved a resolution endorsing the construction of a public recreational esplanade beside Calumpang River to boost tourism in the city.

Architect Gerry Palas of the City Engineer’s Office presented the project design and specifications of the proposed City Esplanade tourism project before the City Council committee hearing on Sept. 24, and obtained the subsequent endorsement on Sept. 25.

The proposed Batangas City Esplanade project, which is expected to boost tourism, will be transmitted to the Department of Budget and Management (DBM) for funding allocation.

“Ito ay isang esplanade kung saan pwedeng mamasyal at mag relax ang mga tao ang pinaplanong itayo sa tabi ng Calumpang River, sa Sitio Ferry Kumintang Ibaba, isang proyekto na inaasahang magpapalago sa turismo ng Batangas City (This is an esplanade where the public may tour around and relax in a tourism park beside the Calumpang River, Sitio Ferry Kumintang Ibaba. The project is expected to boost tourism in Batangas City),” Palas said in an interview Thursday .

He said the fund is the city’s share under the Local Government Support Fund Assistance to the Cities(LGSF-AC) in the FY 2018 General Appropriations Act or R.A. No. 10964 for the Development of City’s Open Spaces. The support fund is released only to provinces, cities, and municipalities which have passed the DILG’s Seal of Good Housekeeping (SGH).

The City Council, in a resolution, said the project would be a beautiful recreational avenue for the constituents, tourists, visitors and the public that aims to maximize the ‘open spaces,’ transform the area from an ‘eyesore’ into more useful and productive zone for the people.

Palas said data revealed that there are around 20,000 residents from 10 villages near the area who will benefit from the project. This does not include yet the additional 10,000 people from the nearby villages who pass by the area daily.

He said the design includes ripraps with murals, extended balcony, seating areas with overlooking river view, paved two-way jogging lane, planting strip, two-way bicycle lane, proposed amphitheater, paved open spaces, and spaces for commercial stalls.

Meanwhile, City Planning and Development officer Januario Godoy assured that residents, among them informal settlers in the Sitio Ferry, would not be affected because the Esplanade project is several meters away from the residential area.

Godoy said that under the plan, access ramps would be put up to addresses concerns of the Persons with Disabilities (PWDs), and bicycle parking spaces.

He also explained to the committee the city government’s rehabilitation program for the Calumpang River where solid wastes and trashes coming from nearby towns are dumped.

Councilor Serge Atienza, acting chairman of the council’s Committee on Laws, Rules and Regulations, also got assurance from city planners on the availability of commercial spaces for business establishments and entrepreneurs.

“Dapat nating masiguro na mayroong espasyo para sa mga commercial establishments. Isa ito sa mag-ge-generate ng malaking income at negosyo sa ating mga kababayan (We have to ensure spaces for commercial establishment. More dev’t programs pushed in Quezon province

CATANAUAN, Quezon -- The government will help build necessary facilities for the Quezon Coconut Research and Extension Center, which aims to address the challenges facing the coconut industry here, Special Assistant to the President (SAP) Christopher Lawrence "Bong" Go said Thursday.

“Mayroong nilagay na Quezon Coconut Research and Extension Center para mas mapalago ang industriya ng pagniniyog sa lalawigan (The Quezon Coconut Research and Extension Center was established to expand the coconut industry in the province),” Go said during the groundbreaking ceremony of the new full campus of the Southern Luzon State University (SLSU) and the Quezon Coconut Research and Extension Center in this province.

The building of facilities is a joint effort of the provincial government of Quezon and the Philippine Coconut Authority.

‘Build Build Build’

Meanwhile, the presidential aide said the government is actively implementing its “Build, Build, Build” program in Quezon province.

“Sa ngayon, agresibo ang ating gobyerno sa mga ‘Build, Build, Build’ program. Mayroon tayong Quezon-Bicol Expressway na kakasimula pa lang, and ‘yung Kaliwa Dam, at ‘yung South Luzon Expressway extension (Our government is aggressively pushing the ‘Build, Build, Build’ program. We have the Quezon-Bicol Expressway which started recently, the Kaliwa Dam, and the South Luzon Expressway extension),” Go added.

He also mentioned the government’s plan to establish an improved railway system to make it more convenient for people to travel goods to and from Southern Luzon.

Go added that he will communicate with Quezon Province Governor David Suarez regarding the establishment of infrastructure and the improvement of facilities in SLSU and in the province.

“Dito sa Research Center, mag-uusap kami ni Governor [sa kung saan man kami makakatulong]. Dito sa eskwelahan, sabi ko po, kung ano po ang maitutulong namin dito sa buildings, facilities po, ay tutulong ang national government (For the research center, I will talk to the governor regarding the help we can provide. For the school, the government will help put up buildings and other facilities),” Go said.

The Southern Luzon State University is the premier higher education institution in Quezon Province. It has nine campuses in the province, with its main campus located in Lucban.

“Education is one of the top priorities of President Rodrigo Duterte. He knows that it is only by providing training and education to Filipinos that we can develop to our full potential as a nation,” Go said in his speech.

On March 15, 2018, President Rodrigo R. Duterte signed Republic Act No. 10931 or the Universal Access to Quality Tertiary Education Act that covers the tuition and fees of students enrolled in state universities and colleges (SUCs), local universities and colleges (LUCs), and all technical-vocation education and training (TVET) programs that are under the Technical Education and Skills Development Authority (TESDA).

Malasakit Center

Meanwhile, Go said he plans to put up a Malasakit Center in the province.

“Ngayong taon na po ito, titignan po natin kung ano ‘yung pwedeng hospital na may kumpletong pasilidad at accessible sa mga kababayan dito sa Quezon. Prayoridad nito ang senior citizens at persons with disabilities (It will be put up this year [Malasakit Center]. We will check which hospital has the complete facilities and which is accessible to the citizens of Quezon. Senior citizens and PWDs will be prioritized),” Go said.

The Malasakit Center is a one-stop shop program of Duterte to hasten the delivery of medical services and give poor patients access to free medicine.

Under the program, patients are assisted in availing themselves of the services and financial assistance provided by the Philippine Charity Sweepstakes Office (PCSO), the Philippine Amusement and Games Corporation (PAGCOR), Department of Health (DoH), and the Department of Social Welfare and Development (DSWD).

Pooled together, the assistance can push the patient's medical bill, including medicines, to the lowest possible amount. (OSAP PR)

FAP Luna Awards held Sept. 29 at Resorts World Manila


The 36th Luna Awards, presented annually by the Film Academy of the Philippines (FAP) will be held tomorrow, Sept. 29 at 7 p.m. at The Plaza of Resorts World Manila.

The prestigious event, considered the local version of the Oscars, honors the achievements of people involved in the film industry. And if it is dubbed the local version of the Oscars, Leo G. Martinez explained that it is because of the process: the winners in some of the categories like the Best Director and Best Screenplay are chosen by their peers.

“Kaya kakaiba ang Luna Awards, kasi ang pumipili sa mga winners, yung mga kasamahan nila sa industriya.”

Another difference from others awards is that “in Luna Awards, walang leaks na nangyayari. The winners are only known on the Awards Night. Only the accounting firm knows the winners,” Martinez added.

What is only known at the moment are the special awardees: Ms. Charo Santos who will receive the Fernando Poe Jr. Lifetime Achievement Award; Ms. Rosa Rosal, who will receive the Manuel de Leon Award for Exemplary Achievement; Director Maryo J. delos Reyes and Director Augusto Buenaventura, who will posthumously receive the Lamberto Avellana Memorial Award.

Duterte creates two new legislative districts in Isabela

President Rodrigo Duterte on Thursday signed a law reapportioning the province of Isabela into six legislative districts, months before the midterm elections next year.

Duterte signed Republic Act No. 11080 to resection the previous four legislative districts of the second largest province of the Philippines.

The reapportioning will “commence in the next national and local elections after the effectivity of this Act,” which means that in the 2019 elections, Isabela will be electing six congressmen instead of four.

The law ordered the Commission on Elections (Comelec) to come up with the necessary rules and regulations for its implementation “within 30 days upon the effectivity of this Act.”

RA 11080 will take effect after its publication in the Official Gazette or in a newspaper of general circulation.

The new legislative districts of Isabela would now be as follows:

Duterte signs law creating 2 new Isabela districts

President Rodrigo Duterte signed a law creating two new legislative districts for the province of Isabela in Cagayan Valley region.

Republic Act No 11080, signed on September 27, establishes the 5th and 6th districts of Isabela. This means that in the next elections, the province will be electing 6 representatives instead of the current 4.

Cebu special economic zone

Duterte also signed a proclamation creating the MacroAsia Cebu Special Economic Zone, a new special economic zone, from two parcels of land near the Mactan International Airport in Lapu-Lapu, Cebu.

Proclamation No 590 was signed on September 17.

A special economic zone is defined as areas to be developed into agro-industrial, Industrial tourist/recreational, commercial, banking, investment and financial centers. They may contain industrial estates, export processing zones, free trade zones, and tourist or recreational centers.

An export processing zone within an ecozone means enterprises that set up shop there can import capital equipment and raw materials without paying taxes or being imposed import restrictions.

A free trade zone, meanwhile, is an "isolated policed area" where imported goods may be unloaded without being subject to import duties. Movement of these goods from the free-trade area to a non-free-trade area, however, will be subject to import duties.

AFP still mum on Trillanes case

The Armed Forces of the Philippines on Thursday reiterated that it would not issue comments on the case of Sen. Antonio Trillanes IV. 

“We respect the rule of law and court decisions and processes. This includes the case of Senator Antonio Trillanes IV. The matter is already in the purview of the courts. And to the civil courts we defer,” AFP spokesperson Col. Edgard Arevalo said in a statement.

“We will not issue further statements related to the case,” he added.

On Wednesday, Trillanes dared the defense and military leadership to stand up against President Rodrigo Duterte’s revocation of his amnesty, mainly because of an application form that went supposedly missing from military records.

Despite the allegations that the AFP had been politicized, Arevalo said they will never allow themselves “to take direct or indirect participation in any political actions against the present duly constituted authorities.”

Those who will be caught involving themselves in political actions “will be dealt with severely and personnel who will get involved will be immediately relieved from their posts, investigated, and meted stiff penalties where warranted,” he added. /je

LOOK: ‘Charlie’ vandalizes corals in Batangas, brings about outrage

Who is Charlie?

The question was on netizens’ minds after seeing the name scratched onto corals, as featured in pictures shared by Vince Tenchavez on Facebook.

Another picture shows “2018” inscribed on another coral. The post has been shared over 7,000 times as of this writing with many reacting angrily to the act.


Tenchavez, a 34-year-old PADI divemaster, said the vandalized corals were spotted last Sunday, Sept. 23, at the house reef of Bauan Divers Sanctuary (BDS) in Batangas. The corals were 40 feet deep, so it is surmised that a scuba diver was behind the deed.

He said the vandalism might have been carried out on Sept. 22 or 23. He and other divers noticed it last weekend while participating in the International Coastal and Underwater Cleanup.

Tenchavez warned that such an act could kill corals, which usually take hundreds of years to grow. He founded a group, Scuba Hobby and Recreation Company of Divers (SHARCD) which is dedicated to the reproduction of corals through coral propagation units.

Two of the major projects the group has undertaken is growing corals on pyramids structured out of either steel bars or PVC pipes.

He said that BDS’ guest list was checked to identify the diver but no Charlie had logged in. It is assumed that the diver had come from another resort, but finding him or her poses a challenge because of the number of divers over the weekend. There is a plan to check other resorts’ guest lists to find Charlie.

Though tissue on corals could grow back after the vandalism, they could still be at risk for infection, as mentioned in a Pacific Daily News report on a case of vandalized Guam corals in 2016.

Corals could be mistaken for plants but are actually invertebrate animals. Coral reefs serve as home to hundreds of thousands of sea species and are dubbed as the rainforest of the ocean.

Though coral reefs have lasted for tens of thousands of years, the World Wildlife Fund (WWF) states that 27 percent of the world’s coral reefs have been destroyed. It cites humankind as the greatest threat to their survival due to acts such as overfishing, careless tourism and pollution.

Gordon blames ‘faulty’ land registration system in right-of-way scam

Senator Richard Gordon blamed the dysfunctional land registration system (Torrens system) in the country, making it easy for syndicates to falsify land titles in relation with the Road Right-of-Way (ROW) scam in General Santos City.

The senator vowed on Thursday during the joint hearing of the Blue Ribbon and Public Works committees to continue investigating the falsifications of titles happening in the country.

“The torrens system of this country is in peril so we have to continue. We will make a preliminary report and we will continue also investigating all the falsification of land titles, the faking of land titles,” Gordon, the chairman of the Blue Ribbon Committee, said.

“The Torrens system is the bedrock of our system when it comes to land transactions. Kapag ‘yan pinabayaan natin, ‘pag iyan niloko at winaldas, walang maniniwala sa mga papeles ng Pilipino [If we disregard that, if that can be deceived and misappropriated, no one will ever believe in the documents of Filipinos],” Gordon added.

The torrens system is a land registration system wherein the government keeps all the legitimate land titles and records.

In previous hearings, it was revealed that the modus of the syndicates was to manufacture land titles that were already covered by the highway and then claim for just compensation of road ROW. Using only a special power of attorney and deed of assignment, the syndicates were able to make a claim

Gordon said that the Department of Public Works and Highways (DPWH) rely on torrens system, which are handled by the regional offices of the Land Registration Authority (LRA) under the Register of Deeds.

“The LRA rely on the Register of Deeds. Kung ano ang bigay sa’yo ng register of deeds kung bulok yun, bulok ang lalabas sa LRA. Diyan nagsimula [‘yong scam]. Especially in GenSan,” Gordon said.

(Whatever register of deeds given to you, if that is inferior, what will come out of the LRA is inferior as well. That is where the scam starts, especially what happened in GenSan.)

“‘Yong torrens system na ‘to, matagal nang inaabuso. Marami nang mga tao, mayaman o mahirap, nagpaparticipate sa pagpepeke ng titles para yumaman sila,” Gordon added.

Bituin Escalante on voting for Duterte: ‘I was the 16M, but I love my country more’

President Rodrigo Duterte appears to have lost the support of another celebrity, this time theater actress and singer Bituin Escalante. The reason somehow echoes those of others who have also expressed withdrawal of support.

Incidentally, the Palace has earlier stated that the President is not affected by the recent double-digit drop in his approval and trust rating, based on the September 2018 survey by Pulse Asia, in light of rising prices of food and products.

Last August, GMA headwriter Suzette Doctolero took to social media to express her dismay over Duterte for his rape joke. Doctolero is known as a supporter of Duterte, but wrote then on her Facebook that he has been a huge letdown. This time, Escalante took to her own Twitter account to share that she was part of the 16 million Filipinos who voted for Duterte.

“I WAS the 16M but I love my country more than the president,” tweeted Escalante last Sept. 25.


Escalante’s tweet has garnered over 6,000 likes since the time of posting. Meanwhile, a certain Carol (@Carol Del Rosario) replied to Escalante on the same day, telling her she admires the star for speaking out about it.

“May more of those who believed that Du30 would bring about change realize that he has not delivered at all,” wrote the netizen. “We all need to stand up now for the sake of our country. Too much bloodshed, too much vindictiveness and self-interest now.”
Escalante replied to the netizen, explaining what brought her to vote for the President.

“I did so out of a misplaced anger,” Escalante said. “But I’m rather thick skinned so I have no reluctance putting this out there. I cannot speak for the rest though. The backlash is awful.”

When asked by one Raquel (@gabb_lah) what took her so long express her thoughts now,  Escalante said that it didn’t take her that long at all.

“Not that long,” Escalante said. “very early on. After the first spate of EJKs. And then this.”

Escalante then shared a 2016 PEP report of her getting emotional over the Supreme Court’s ruling on the late former President Ferdinand Marcos’ burial in Libingan ng mga Bayani (LNMB).

In a Philippine Daily Inquirer report back in 2016, Escalante shared that she was not happy over Marcos’ burial in LNMB and that the people, to a certain extent, were at fault.

“I think to a certain extent, it’s our fault we weren’t vigilant enough. We can complain all we want about the [Marcos] family coming back [to power], but what did we do?” she said then. “Naiiyak ako (This brings me to tears). I’m upset.”

Among celebrities and other personalities in the entertainment industry, it isn’t just Escalante and Doctolero who admitted voting for Duterte. Back in February, Enchong Dee revealed in “Tonight with Boy Abunda” that he voted “for this president that we have.” Dee is now vocal about the government on social media,  tackling issues such as the drug war and remarks uttered by government officials. Dagupan under calamity state more than a week after ‘Ompong’

DAGUPAN CITY – The city council declared this Pangasinan city under a state of calamity on Thursday, more than a week after upland waters cascaded down to the province and flooded several towns and most parts of the city due to Typhoon “Ompong.”

The declaration was approved by most of the councilors during a special session, but not after a heated argument between two council members.

Councilor Red Erfe-Mejia deferred his vote, pending the submission of written damage reports from the City Disaster Reduction and Management Council.

But Councilor Maybelyn Fernandez wanted the immediate declaration of a state of calamity, saying it was needed for government agencies to provide assistance to the city.

Technically, Dagupan was already under a state of calamity, which the council declared after monsoon rains and storms in August flooded the city and rendered roads impassable to light vehicles.

The August declaration had not been lifted when the City Mayor’s Office submitted the request for a special session for the second declaration of a state of calamity due to the impact of Ompong.

Ronald de Guzman, CDRRMC head, said Ompong battered the fishery sector which lost P7.8 million.

Dagupan farmers suffered P600,000 in crop damages, he said.

De Guzman said 2,432 families, including residents of island villages, were evacuated during the typhoon.

Palace defends Cabinet members’ UK trip: They are marketing PH

Malacañang on Thursday defended the United Kingdom trip of several Cabinet members amid the soaring inflation in the country, calling it a “very well-justified” visit.

In a Palace briefing on Thursday, Presidential Spokesperson Harry Roque argued that the trip was meant to boost the economy by encouraging foreign investors to come to the Philippines.

“Sa tingin ko po, very well-justified po iyong presensiya, lalung-lalo na ng mga economic managers because they are marketing the Philippines,” Roque said.

(I think that their presence was very well-justified, especially the economic managers because they are marketing the Philippines.)

“At kapag naman po sila ay nakakalap ng investors, magkakaroon tayo ng mas maraming trabaho, mas maraming kapital at mas maraming kita para sa mga Pilipino,” he added.

The UK delegation included Finance Secretary Carlos Dominguez III, Budget Secretary Benjamin Diokno, Socioeconomic Planning Secretary Ernesto Pernia, Trade Secretary Ramon Lopez, Public Works and Highways Secretary Mark Villar, Transportation Secretary Arthur Tugade, and Tourism Secretary Bernadette Romulo Puyat.

The trip, which was from September 24 to 26, was highlighted by the Philippine Economic Briefing where they sought to convince British company representatives to invest in the Philippines.

Aside from the forum, the Cabinet delegation also dropped by London’s first Jollibee branch which drew the ire of labor groups who claimed that the popular fastfood chain was listed by Department of Labor and Employment (DOLE) as one of the top three local companies suspected of engaging in labor-only contracting services.

The Federation of Free Workers (FFW) said the visit was ill-timed, especially as “the peso continues to weaken and there they go purchasing expensive foreign currency at the expense of our national coffers.”

It added that given Jollibee’s issues on contractualization, the visit “sends a signal that all is well with the company even if it is not complying with labor laws.” /je

Robredo scores big win in Presidential Electoral Tribunal

The Supreme Court, sitting as the Presidential Electoral Tribunal (PET), has unanimously set aside the 50-percent shading threshold that defeated vice presidential candidate Ferdinand “Bongbong” Marcos Jr. sought to apply in the recount of ballots in his electoral protest against Vice President Leni Robredo.

“The court herein resolves to partially grant the subject motion insofar as setting aside the use of 50-percent threshold in the revision proceedings,” the tribunal said in the resolution dated Sept. 18.

The threshold refers to the minimum amount of shading adopted by the Commission on Elections (Comelec) for the voting machines to recognize an oval as a valid vote.

The PET resolution, however, did not explicitly side with Robredo’s plea to recognize ballots with ovals shaded 25 percent as valid votes.

Robredo had presented the Comelec’s Sept. 6, 2016, resolution as basis for imposing the less strict threshold.

But the PET noted it was “not clearly establish[ed]” that the threshold was already set  “prior to the 2016 elections.”

Returns instead of ballots

Instead of looking at the ballots and adopting a specific shading threshold, the PET directed head revisers to “refer to the election returns to verify the total number of votes as read and counted by the vote counting machines (VCM).”

Verifying votes using the election returns (ERs) “shall be strictly enforced during the appreciation of ballots by the tribunal,” said the resolution.

ERs refer to the printed and electronic document produced by the voting machines that tally the total votes received by each candidate per precinct.

The PET resolution amended Rule 62 of the 2018 PET Revisor’s Guide, pertaining to the segregation of contested votes, “effective immediately.” The rule previously did not mention the use of ERs.

The PET noted that just like the ballots, using ERs would achieve the objective of “mimicking or verifying/confirming how the VCMs read or counted the votes.”

Faster revision

Using the ERs may speed up the revision process, or the identification of precincts, which show signs of significant anomalies.

This would allow the procedure to be “more flexible and adaptive to calibrations of the voting or counting machines in the future,” the PET said.

To illustrate, the PET pointed out that ERs could easily show discrepancies in the counting of votes, especially if the stated number did not match the physical count of ballots.

Not established

The 2018 PET Revisor’s Guide previously set a 50-percent shading threshold as guidance in the identification of challenged votes.

Robredo first questioned the rule in an April 5 motion, but the PET swiftly denied it in an April 10 resolution.

Only when she filed an appeal did Robredo submit a copy of Comelec Resolution No. 16-0600, dated Sept. 6, 2016, which served as the basis for her plea.

Marcos opposed Robredo’s pleadings contesting the rule. The Office of the Solicitor General sided with him instead of the Comelec, which agreed that the 25-percent threshold should be sustained.

In reversing itself, the PET said there was “no basis” to impose the 50-percent threshold. But, it maintained that when it drafted and approved the rule, it was “never informed of any official act of the Comelec” adopting the 25-percent threshold.

Comelec Commissioner Luie Tito Guia did inform the PET about the 25-percent threshold in a Sept. 6, 2016, letter, but the tribunal said it was not furnished a copy of the resolution.

Robredo assailed the stricter 50-percent threshold supported by Marcos, fearing this would disenfranchise voters who shaded their votes less thoroughly.

The PET called this claim “highly premature” and clarified that “there is yet no final deduction or addition of votes,” since it had not even began ruling on the parties’ claims in the vote appreciation stage.

‘Good news’

Facing reporters on Wednesday, a visibly relieved Robredo welcomed the resolution as “very good news.”

Likening her situation to that of a typical Fernando Poe Jr. movie, she said her camp took all kinds of beating at the start, before finding some breathing space.

“If we look at the language of the resolution itself, it would seem like the last nail in the coffin [of the election protest] has been put in place,” she said.

“But knowing Mr. Marcos, he will do anything possible, no matter how improbable just so he could put himself back in power,” she added.

Her lead counsel, Romulo Macalintal, said the PET resolution was “a very significant legal and political victory on our part.”

Itogon mayor: No resettlement site yet for families living in landslide-prone areas

The local government of Itogon in Benguet has not yet found a permanent resettlement site for over 500 families living in areas declared as landslide-prone, Mayor Victorio Palangdan said.

Palangdan said in an interview with Radyo Inquirer on Thursday that they are exploring the possibility that affected residents would have to totally leave the town.

“‘Yong mga na-displace, wala kaming mahanapan na pagtatayuan ng resettlement.  Kaya ang ginagawa namin ngayon, nakikipag-coordinate na kami sa national line agencies for the possible plan of resettlement outside the municipality of Itogon,” he said.

(Those who were displaced, we still cannot find a place for their resettlement. That is why what we are doing now is that we are coordinating with the national line agencies for the possible plan of resettlement outside the municipality of Itogon.)

On Tuesday, the Mines and Geosciences Board (MGB) has declared 184 hectares of land in Itogon as susceptible to landslides, including the staging area used by authorities involved in rescue operations in a landslide at Barangay Ucab, which claimed at least 75 lives.

In their report, MGB also found out that Itogon’s municipal hall is also located in a hazardous area, something that Palangdan acknowledged.

“Alam ko po ang lahat, may kopya po ako ng findings ng MGB, at kaya nga pinulong ko ‘yong mga punong barangay at mga kapulisan sa gagawin namin ngayong pre-emptive evacuation,” he explained.

(I know all of it, I have a copy of the findings of MGB, and that is why we are convening the heads of the villages and the police on what preemptive evacuation measure we will do.)

According to him, several families have already moved out of the areas, while around 500 families will start evacuating on Thursday.

“Umalis na po sila (families), at ‘yong pinaplano nating i-likas uli, ay mga more or less 500 families also,” Palangdan told Radyo Inquirer.

“Nakapag-usap na po kami sa kapulisan, at sila po ay pupunta sa iba’t ibang lugar na delikado.  Makipag-coordinate sila sa barangay officials at ang NDRRO (National Disaster Risk Reduction Office),” he added.

MGB has enlisted Barangay Poblacion, Sitio Goldfield, Barangay Virac in Sitio Batuang, Sitio Balatoc, Sitio Bubon, Sitio City Limit, and  Barangay Ampucao as landslide-prone areas.

However, Palangdan said that another problem that they are facing is the loss of jobs due to the suspension of mining operations.

“Ang pinaka-masaklap dito po ay mawawalan sila nag trabaho dahil sa pinatitigil na po ang mining dito sa amin,” he said.

(The worst thing is the loss of employment becuase of the suspension of mining operations.)

After typhoon “Ompong” made landfall on September 15, small-scale miners in Barangay Ucab were buried alive after the land, where a makeshift chapel was situated, softened and eroded.

This weekend is definitely much-anticipated by Kapuso viewers. It’s because it will culminate the first ever “The Clash” singing competition wherein the Top 6 will be fighting it out in the most intense challenge to determine who the champion will be.

At the recent media conference for them held at the 17th Floor Executive Lounge of GMA Network, the Top 6 each awed the writers as they showcased their extraordinary singing prowess via the songs they performed. 

The Clash Panel of judges will certainly have a difficult time determining who the competition’s winner will be and this has been expressed by Christian Bautista (Official), AiAi delas Alas (Martina De Las Alas) and Lani Misalucha (Lani Misalucha-full , Lani Misalucha II). Christian revealed he wants someone who can be an inspiration to aspiring singers.

“I’m looking for a singer that can compete vocally with the best singers in the country. and even in the world. I am also looking for someone na nahuhuli rin niya ang puso ng bawat Pilipino sa pagkanta niya at isang taong pag kumakanta, tumatagos yung kanta sa audience niya,” Christian explained.

On the other hand, Comedy Concert Queen Ai Ai delas Alas, shared that she gauges her bet by looking at its combined distinct voice quality and charisma on stage. “Bukod sa magaling sa pagkanta, ang hinahanap ko sa gusto kong manalo ay dapat kaya rin i-exceed yung tinatawag na X-Factor at star quality na gusto nating makita kasi siyempre makikita natin itong taong ito na susunod na magiging idolo ng mga tao.” 

Asia’s Nightingale Lani Misalucha said: “Yung mga clashers kasi natin napakahuhusay eh, so for me it’s going to ge a tough fight, Pakiramdam ko, ako yung unang-unang kakabahan for our clashers. Kasi for me, it’s a bitter-sweet ending because yung mga clashers naging close na ang bawat isa sa amin to the point na we endeared them so much like our own children. Kaya malamang, after the Grand Finals, for sure mamimiss namin sila.”

At the press conference, we asked what changes the Top 6 underwent as they reached Top 12. Most of them said they developed more self-confidence as they were presented opportunities to improve themselves. And while most of them revealed they got nervous everytime they mounted the stage, they soon conquered their fears and overcome their nervousness.

Garrett revealed “mahiyain ako dati; nagkarun ako ng confidence when I joined The Clash and especially when I got to the Top 12…”

Josh said, “It’s important to overcome our nervousness because when we are relaxed, we find it easier to give more meaning to our songs...”

‘Massacres during Marcos regime gave birth to Moro resistance’

DAVAO CITY — A militant Moro group has reminded former Sen. Juan Ponce Enrile that at least four massacres of Muslims under dictator Ferdinand Marcos had driven the Moro people in Mindanao to launch an armed resistance to the dictatorship.

Reacting to Enrile’s claim that the Jabidah massacre was a hoax, Jerome Succo Aba, spokesperson for Suara Bangsamoro, said the massacres ignited the Moro people’s armed struggle for independence and self-determination.

“Enrile’s delusional claim that no massacre, not even the Jabidah massacre, happened was a treacherous lie intended to erase from our memory the murderous ways of Marcos’ martial law, and in a way, absolve him (Enrile) of his crimes as the architect of martial law,” Aba said in a statement early this week.

The Marcos regime “ravaged Moro communities, claimed 200,000 Moro lives and caused a diaspora of Moros out of Mindanao, around half a million of them forced to flee to Sabah, Malaysia,” he added.

As the dictator’s defense minister, Enrile served as martial law administrator until he broke away from Marcos in 1986 in a failed coup that led to the Edsa People Power Revolution.

No Jabidah massacre?

Aba belied Enrile’s claim that there was no Jabidah massacre. He said 27 Moro youths recruited by the military for a covert operation to instigate an insurrection in Sabah were massacred on March 18, 1968.

Enrile made the claim in “JPE: A Witness to History,” an interview by the dictator’s son, former Sen. Ferdinand “Bongbong” Marcos Jr., that was filmed and posted last week on social media, sparking outrage among groups that fought the dictatorship.

“We will never forget the Jabidah massacre,” Aba said. “Those Moro youth were executed because they were defiant against their mission upon discovering that it involved killing Muslims in Sabah.”

Aba said aside from the Jabidah massacre, which later gave birth to the Moro National Liberation Front led by founding chair Nur Misuari, there were other massacres of Moros. Among them was the Manili massacre in 1971 where 70 people were killed inside their mosque at Manili village, Carmen town, North Cotabato province.

Palimbang massacre

This was followed by the Tacub massacre, also in 1971, where at least 40 Moros returning home after a failed attempt to vote in a special election, were murdered by soldiers at a checkpoint in Tacub town, Lanao del Norte province.

In the Palimbang massacre in 1974, soldiers rounded up residents of several villages in Palimbang town, Sultan Kudarat province, and shot them inside the Tacbil mosque at the coastal village of Malisbong. More than 1,500 were killed, Aba said.

“We have long clamored for justice for our relatives who were brutally killed by state forces and paramilitary groups spawned by Marcos’ martial law,” Aba said.

“Yet, Enrile and Bongbong’s denial of the massacres committed by the government during martial law is another act of injustice to the memories of slain innocents and martyrs,” he added.

Ex-detainees say Enrile lied about not jailing dictator’s foes

Four prominent political detainees of the martial law era reunited on Wednesday to give the lie to a claim by former Sen. Juan Ponce Enrile, who, in a widely condemned conversation with the son of dictator Ferdinand Marcos, denied that such prisoners even existed.

Former Senators Aquilino “Nene” Pimentel Jr. and Rene Saguisag, former Commission on Human Rights (CHR) Chair Loretta Rosales and former Bayan Muna Rep. Satur Ocampo joined members of the Foreign Correspondents Association of the Philippines at a Makati City hotel to share their experience under Marcos.

Rosales, holding a framed copy of her 1976 mugshot, challenged Enrile’s assertion that no one was arrested during martial law “simply because he criticized President Marcos.”

“[Enrile and I] were discussing the passage of Republic Act [No.] 10368,” said Rosales, a former party-list representative, referring to the law that provides reparations to martial law victims that Enrile himself had signed as Senate President.

“And guess what?” Rosales said. “He kept saying, ‘You were so vocal, that’s why you were arrested.’”

‘Supersubversive’

The 84-year-old Pimentel remarked: “I was jailed only four times and ousted from office twice.”

Pimentel was removed from his post as mayor of Cagayan de Oro City and later as a member of the Batasang Pambansa (National Assembly) for opposing the Marcos regime.

Ocampo was imprisoned for over nine years, and Saguisag was detained simply for calling Marcos a “supersubversive” in open court.

“That was how oppressive it was at the time,” Saguisag said.

The four martial law survivors overturned Enrile’s statement that critics of Marcos were merely “inconvenienced,” recounting stories of brutal torture at the hands of the military.

Ocampo said he was forcibly undressed, doused with cold water, and at one point, shoved face-first into a toilet bowl.

He was also sadistically electrocuted — from his forehead all the way down to his genitals.

His torturer, then Lt. Rodolfo Aguinaldo, removed Ocampo’s blindfold in the middle of the ordeal and said: “Look into my eyes, I’m here to give you hell.”

Rosales, despite the decades that passed, still remembered how her body trembled as she was stripped naked, covered in melted wax and molested by soldiers, who threw her onto a mattress and mocked her by playing nationalist songs.

Right side of history

“They did it to dehumanize and destroy me,” Rosales said.

The former CHR chair accused Enrile of merely going with the political winds, as he had been both a top architect of martial law as Marcos’ defense chief who broke with the dictator in a failed power grab that led to the 1986 Edsa People Power Revolution.

“Mr. Enrile unfortunately does not seem to know when to take the right side of history,” Rosales said.

Saguisag added: “You can tell when [Bongbong Marcos and Enrile] lie — their lips move.”

The Marcos-Enrile conversation, set up like an interview in an empty theater and released on social media in time for the 46th commemoration of the declaration of martial law, had clearly incensed Saguisag and the others, who are still grappling with the long-term effects of their ordeal during the dictatorship.

According to Pimentel, Marcos’ various infrastructure projects that are still standing today and are touted by his supporters as proof that he ushered in a “golden age,” could not “cover [the] multitude of sins” under his regime.

Saguisag said martial law  “shattered and damaged” the nation’s values and destroyed “the natural evolution of leadership.”

“We could have had a President (Jose) Diokno, (Jovito) Salonga, (Benigno “Ninoy”) Aquino, down the line,” said the former senator, who name-checked other opposition icons during the era. “[They] should have been our governors and congressmen today, instead of the great pretenders we have.”

Looking forward, Saguisag aired an ominous warning—if Bongbong Marcos were to be elected President, that would mean “all our efforts, all our lives, were totally wasted.”

“That would really be a dreadful possibility,” he said. “Forget the past and you will be condemned to repeat it.”

Escudero urges SC: Act on Trillanes petition now

Sen. Francis Escudero on Wednesday urged the Supreme Court to rule on the petition of Sen. Antonio Trillanes IV questioning the legality of President Rodrigo Duterte’s order voiding his amnesty or stop it temporarily as the former military rebel faced the possibility of arrest for the nonbailable charge of coup d’état.

Escudero said the situation was urgent, as the President,  through Proclamation No. 572, also gave orders for the revival of charges brought against Trillanes for taking part in military attempts to overthrow the government in 2003, 2006 and 2007.

Double jeopardy

The President scrapped the amnesty given to Trillanes in 2011, claiming the former Navy junior officer did not comply with the basic requirements for amnesty, like applying for it and admitting his guilt.

Trillanes, the fiercest critic of the President in Congress, had asked the Supreme Court to declare Proclamation No. 572 unconstitutional, pointing out that his amnesty had the concurrence of Congress and that the President’s order violated his right to protection against double jeopardy, or being tried again for the same offense.


The Supreme Court deferred ruling on Trillanes’ petition and instead handed the determination of the facts to Makati Regional Trial Court (RTC) Branches 148 and 150, which dismissed the coup d’état and rebellion charges against him in September 2011 after he was amnestied.

At least a TRO

To put Trillanes behind bars immediately, the Department of Justice had asked the two Makati RTC branches to reopen the cases against the senator and order his arrest.

Judge Elmo Alameda of Makati RTC Branch 150 brushed aside proof of amnesty application submitted by Trillanes and ordered his arrest on Tuesday, signaling the revival of the rebellion charges against him.

Trillanes is out on P200,000 bail.

Escudero urged the Supreme Court to rule on Trillanes’ petition one way or another.

If the high court needed more time to consider the case, it should issue a temporary restraining order (TRO), he said.

“We can’t have a person’s freedom be dependent on the lack of action by the Supreme Court on a constitutional issue on the validity of the President’s proclamation,” Escudero told reporters.

If RTC Branch 148 also revives the case against Trillanes that it dismissed eight years ago, the senator will be imprisoned, as coup d’état is a nonbailable offense, he said.

Trillanes said he was considering asking the Supreme Court on Thursday to issue a TRO to stop Proclamation 572 and bringing a motion for reconsideration of Alameda’s decision.

As for the possible revival of the coup d’état case against him, he said he would just wait for the court ruling, as the matter had been submitted for resolution.

Unrecognizable justice system

Without a Supreme Court ruling or a TRO, Proclamation 572 remains valid, no matter how ill advised or wrong it is, Escudero said.

“That remains a law and is valid and could be used as basis by any court, like the RTC of Makati, as a basis for its decision,” he said.

Detained Sen. Leila de Lima, the first critic of the President to be locked up, warned on Wednesday that the Philippine legal system would become unrecognizable if courts would continue to upend settled legal principles to accommodate the President.

De Lima condemned the decision of Judge Alameda to reopen Trillanes’ rebellion case.

“This is not the law. This is not a justice system by any means. This is the strong arm of the state falling heavily upon those who still dare to raise a critical voice. Verily, this is tyranny. This is unacceptable,” De Lima, a former secretary of justice, said in a statement.

She said the ruling would be “extremely unusual” in ordinary times. “No judge can change a judgment once it becomes final. As a general principle, old cases are never resurrected.”

But this was what the Makati RTC did in Trillanes’ case, she said.

“Settled legal principles [that] lawyers learn early in law school are fast becoming useless and irrelevant even in our courts. At the rate things are going, by the end of this administration, lawyers … no longer know the legal system and the judiciary [can] no longer recognize itself for what it has become under this administration,” she said.

Amnesty can’t be nullified

Amnesty, De Lima stressed, cannot be nullified, otherwise the concept loses its meaning.

“The nullification of a grant of amnesty does not revoke that one grant alone; it obliterates the whole concept of amnesty itself,” she said.

Sen. Panfilo Lacson said he could not blame Trillanes and members of the opposition for thinking that the Makati RTC was influenced by the administration.

Lacson himself had spent time dodging a questionable warrant of arrest in the murders of a public relations agent and his driver.

He emerged only after the Court of Appeals cleared him of involvement in the killings in 2011.

Lacson, however, said the opposition’s claim must be backed by evidence, as in his case where it was shown that the trial court judge who ordered him arrested was applying for promotion to the appeals court, and soon got it after ruling against him.

It is a reality that courts can be influenced, he said.

But he added that he was unsure whether Trillanes was in such a situation.

Anyone claiming that the President influenced the ruling should show proof, Lacson said.

If his own experience would be used as basis, he said, the people should watch if Judge Alameda would suddenly be promoted to or apply to serve on the Court of Appeals or Supreme Court.
